C-POW campaigned against the proposed building by Blenheim/Pye Homes of 180 dwellings on the field to the east of Hill Rise. Our members made hundreds of objections to the site and the Planning Committee of West Oxfordshire District Council rejected Blenheim's application for planning permission on 13 December 2022.
Blenheim then appealed to the Planning Inspectorate and an Inquiry was held over nine days in June and July 2023. C-POW presented its arguments at the Inquiry but despite our best efforts the Inspector upheld the appeal in a decision dated 10 October 2023. He granted full planning permission for 48 dwellings and outline planning permission for 132 dwellings. You can read the decision here:
Since then Blenheim has erected a fence around the entire site and has built a haul road to give access to construction vehicles. The footpath through the site has been closed by order of Oxfordshire County Council.
We do not expect any actual building on the Hill Rise site to begin soon. The Park View development (another Blenheim development) is not yet complete and it is doubtful that building on Hill Rise will start before that development is completed.
